In January of 2021, NM State head football coach Jerry Kill named Rachel Phillips as the program's director of operations.
Already familiar with Kill and other members of his staff, Phillips oversaw TCU's recruiting operations from 2017 through the 2021 season. In that role, she coordinated official visits, unofficial visits, numerous clinics and various aspects of the game day recruiting programming throughout the season.
Working hand-in-hand with TCU's compliance office, Phillips made sure transcripts, admissions processes and other forms of documentation were in line for the Horned Frogs present and future players.
The ins and outs of NCAA compliance were aspects Phillips became familiar with after serving as a compliance coordinator for Oklahoma State from July of 2016 until February of 2017.
For one year, from July of 2015 until July of 2016, Phillips served as a graduate assistant in TCU's compliance office. That position laid the groundwork for her future familiarity with the Horned Frogs' program.
Phillips' affiliation with TCU started long before her time with the Horned Frogs' football staff as she earned a bachelor's degree in film/television/digital media in 2015.
